Dual lock is stronger but not readily available local home improvement or hardware stores anymore. Dual lock is also available in 3 or 4 different strengths which most people don t know.

I doubt the adhesive is radically different between dual lock and velcro but the bond to the receiving surface is certainly stronger with dual lock. I mount the dual lock to the flipped over side and don t have to work around the rubber backing.
